About Kelly

Kelly I. Spencer has a passion for seeking justice for clients who have had their civil rights abused. She advocates for clients on various issues, including race, employment and disability matters. The genesis of Kelly’s interest in law was due to her desire to ensure that artists and other creators would receive proper credit and compensation for their intellectual property. She has since come to understand the intersection between intellectual property and civil rights.

Kelly has a wide range of interests, talents and skills. She has successfully represented clients in Landlord and Tenant court, and in Family Court. She volunteers her time with the DC Volunteer Lawyers Project where she represents indigent clients in family law disputes. Prior to practicing law, Kelly worked for the Department of Justice in the Civil Rights Division and for the U.S. Attorney’s Office in the Fraud and Public Corruption section where she assisted Assistant United States Attorneys prosecute defendants in various high-profile cases. She has received commendation for outstanding contribution to the Civil Rights Division.

During law school, Kelly worked for Vermont’s Office of the Defender General where she represented juvenile offenders challenging their penal detention. In addition, she has fostered children whose lives have given them an uneven path. As the Black Law Student’s Co-President, Kelly was instrumental in organizing and educating her law school peers around issues of race and the law. In 2014, she was recognized and received an award from the National Association of Women Lawyers.

Kelly earned her J.D. from Vermont Law School, and her B.S. from The College of New Rochelle. She is admitted to practice in the District of Columbia.
